Starting October 1, if someone calls your Local Services Ad and it rings more than 20 seconds during business hours with no answer, Google charges you for the lead.

Google Confirms Reviews Go Missing After a Profile Is Reinstated
If your Google Business Profile is suspended and then restored, your reviews may not come back with it. Google has not said when it will fix this.
Test your phone before October 1. It takes about 20 minutes.
- Call your LSA number from a phone your front desk won’t recognize. Once at 12:15 p.m. and once at 4:45 p.m.
- Count the seconds until a person answers. Anything over 20 seconds will be charged as a lead starting October 1.
- If you use a phone menu, make sure the “press 1” prompt plays within the first 10 seconds.
- Put one person in charge of answering during lunch and the last hour of the day.
